Protecting Water Quality in the Moorabool Shire

This policy has been adopted by the Boards of Central Highlands Water, Barwon Water, Southern Rural Water and Western Water and was developed following extensive community consultation.

This policy applies to all land located in proclaimed water catchments in the Moorabool Shire. The relevant water authority will use this policy to assess planning permit applications directed to it by Council for comment pursuant to Section 52 or Section 55 of the Planning and Environment Act (1987).

Land Capability and Farming Practice in the Moorabool Shire

The four water authorities operating in the Shire of Moorabool have developed a catchment management policy which will lead to the application of common referral practices and procedures.

This report describes the agricultural characteristics of the Shire, the farming systems practised and their impacts on water quality. The objective is to identify processes and management procedures which can be used by water harvesting authorities to improve the quality of the catchment's water.

This report has been prepared on behalf of Western Water, Central Highlands Water, Barwon Water and Southern Rural Water. All of the authorities are particularly concerned to ensure that water quality within potable water catchments is preserved.

Assessment of catchment risks to potable water supplies in the Moorabool Shire

Four water authorities are involved in the management of potable water resources in the Moorabool Shire, a rapidly growing area to the west of Melbourne. These catchments provide water to nearly 300,000 persons outside the Shire, including the cities of Geelong and Ballarat and Melton. The open catchments include existing agricultural and urban areas and are under increasing pressures from further development.

The water authorities are to adopt a common approach for reviewing development applications to ensure that there is consistency and that developers face a higher degree of certainty about acceptability of practices adopted in their proposals.

This background paper is to provide support for the planning policies, in conjunction with other papers on planning issues in water supply catchments, and land capability and farming practices in the Shire.
